Three elections, three radically different Congressional maps for Ascension

Governor Jeff Landry signed Senate Bill 121 into law on May 29, converting the bill into ACT No. 2 of the session and redrawing Louisiana’s Congressional map for the third time in three election cycles (since 2022).   The bill was introduced in the wake of Louisiana v. Callais, the Supreme Court’s overturning of Louisiana’s Congressional map.

Remaining east bank Ascension voting precincts, all 58 of them) are now located within the 6th Congressional District where incumbent Cleo Fields is about to be unseated as a result of the radical redrawing of said district. ACT No. 2 reads, in pertinent part:

(2) District 2 is composed of Precincts 45, 47, 48, 50, 51, 52, 53, 54, 55 and 57 of Ascension Parish;

(6) District 6 is composed of Precincts 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16, 17, 18, 19, 20, 21, 22, 23, 24, 25, 26, 27, 28, 30, 31, 32, 33, 34, 35, 36, 37, 38, 39, 40, 41, 42, 43, 44, 58, 61, 62, 63, 64, 65, 66, 68, 69, 71, 72, 73, 76, 77 and 78 of Ascension Parish.

Congressional Map for 2024 election

District 1, where Steve Scalise is the incumbent, included the easternmost voting precincts in Sorrento, Brittany, Galvez and St. Amant.  18,815 voters made up 21.8% of the parish total.

District 2, where Troy Carter is the incumbent, included the entire west bank, all precincts inside the City of Gonzales, and those precincts just north of the city.  Representative Carter represented 52.9% of Ascension’s voters after winning reelection on November 5, 2024.

District 5, Congresswoman Julia Letlow’s district, included the 15 northernmost precincts in the parish (25.3% of all Ascension voters).

That map would be in place for a single election cycle after its implementation during a Special Legislative Session called for the purpose in January of 2024.  An earlier court case mandated the redraw, newly-inaugurated Governor Jeff Landry availed himself of the opportunity to shove out the District 6 incumbent, Garret Graves.

Through the 2022 Congressional election cycle, 84% of Ascension Parish voters had been represented by Congressman Graves.  Graves’ district included all of east Ascension save a handful of precincts in the City of Gonzales, Darrow and Geismar.

Litigation challenging the validity of ACT No. 2 is expected.
