Oak Lake Subdivision – Major Revision

Having been refused Final Plat approval for Phase Two of the development on two occasions, Oak Lake is trying something new. That approval was conditioned upon a roundabout having been built at the entrance shared with Conway Subdivision (which is building it), or Oak Lake would have to construct costly turn lanes. Oak Lake is now proposing to hire a “sheriff’s deputy or other person deemed qualified by the Parish” a to direct during peak drive time.
Below is tonight’s meeting packet information.
A) Oak Lake Subdivision
The subject property is located on the west side of LA Hwy 44 south of I-10 in Council District 2 and is zoned Medium Intensity (RM). The application is on behalf D.R. Horton-Gulf Coast, Inc. by Quality Engineering & Surveying, LLC. The property is 54.8 acres and the applicant is proposing a major revision to the preliminary plat for a major subdivision containing 163 single-family residential lots. Lots range from 53 – 75 feet wide with a minimum size of 6,625 square feet. The subdivision will include 3.3 acres of designated park space.
A note was placed on the Preliminary Plat stating: “If the roundabout at the entrance on Hwy. 44 is not constructed prior to the Final Plat of Phase Two, the proposed development will require exclusive northbound and southbound turn lanes as described in the traffic impact study.” The applicant would like to revise this note to read, “If the roundabout at the entrance on Hwy 44 is not constructed prior to the Final Plat of Phase Two, the proposed development will have either (i) construct exclusive northbound and southbound turn lanes as described in the traffic impact study or (ii) if the roundabout is actively under construction, a sheriff’s deputy or other person deemed qualified by the Parish will be dispatched, commencing from the date of issuance of the first certificate of occupancy for Phase Two, weekdays (excluding state and federal holidays) between the hours of 7:00 – 9:00 am and 4:00 – 6:00 pm to control left turns into and from Waterview Avenue @ La. Hwy 44 until the roundabout is operational.” If this Preliminary Plat Major Revision is approved, the development would be able to gain Final Plat approval at next month’s Planning Commission meeting and the developer would be able to sell lots, obtain building permits and begin constructing homes in the second and third filings.

STAFF/ERA PRELIMINARY PLAT REVIEW COMMENTS (see attached ERA Comments)
1. Note has been changed on the Proposed Preliminary Plat for the requested Revision.
The original condition(s) of approval for the Preliminary Plat in December of 2015 stated that, prior to approval of the final plat for Phase 2, either the traffic circle or the required right and left turn lanes would be complete and operational. The note placed on the Preliminary Plat stated this. The applicant would have to be granted this revision from the original conditions of approval to gain any Final Plat approval.
The roundabout is currently under construction from a December 2018 notice to proceed with a timeframe of 210 working days. With any delays and rain days, it is anticipated, according to the engineer manager for Southern Lifestyle Development, that the roundabout will be completed towards the latter part of 2019 or early 2020
